New Guidance from Medical Council on Leave from Clinical Practice
When the Professional Competence Scheme commenced, there was no formal allowance for periods of leave from clinical practice.  The Medical Council have now asked all Training Bodies to reflect leave from clinical practice, of greater than three months, in the Annual Statement of Participation.

Registered Medical Practitioners are therefore asked to inform their Training Body (RCSI) of leave taken during the PCS year.  The Medical Council have asked that practitioners declare this leave in a prospective manner (if possible) stating the reason for the leave.  This may be done by writing or emailing the RCSI Professional Competence Scheme Office pcs@rcsi.ie and giving the outline of the reason for leave e.g.  maternity, sick, compassionate, sabbatical or overseas leave and the duration, if known.  We are not required to collect precise details for the leave but the Medical Council may ask for this, if you are audited by them.

The Medical Council wish to pilot a new Patient Multisource Feedback tool and RCSI have agreed to  seek volunteers to pilot the use of this tool in an Irish context.  It has been agreed with the Medical Council that participation in the pilot will be recognised for either 10 internal CPD points or as meeting the audit requirement for one year.  


While many surgeons have little difficulty meeting and exceeding the Medical Council’s requirements in relation to Professional Competence, there are some who find it difficult to address certain areas, particularly Internal credits. For some time now, we have been working with the Medical Council under the chairmanship of Dr Julian Archer to identify innovative ways in which doctors can meet their Professional Competence obligations.

A working group set up by the Council have adapted an online MultiSource Feedback (MSF) tool and RCSI have agreed to seek volunteers to pilot the use of this tool in an Irish context. This will not be used to assess either competence or performance but simply as a tool to inform doctors’ reflection on their own practice.  The actual results of the MSF will not be available to the Medical Council and will not be used in the context of complaints or disciplinary action. Instead, MSF is intended as a formative, practice-based activity which is conducted and owned by the doctor with the support of RCSI. In the first phase, only patient feedback will be used.

The purpose of this pilot is to confirm the validity and reliability of the current draft form in the Irish context and measure doctors’ experience of the MSF process. While it is unlikely that MSF will become mandatory for all doctors, it may be particularly useful for those doctors whose practice setting makes it difficult to meet the existing minimum requirements. 

We are seeking surgeons (Consultants and NCHDs) to volunteer for this MSF pilot.  It has been agreed with the Council that participation in the pilot will be recognised for either 10 internal CPD points or as meeting the audit requirement for one year. This credit will be applied once we have received confirmation that the process is complete and the report has been issued to you.

 The process then will consist of:

  • Register your interest with us
  • We will collate a list of those volunteering, forward these details to the Medical Council who will send them directly on to the a company who will be engaged to conduct the surveys
  • The MSF provider will send you a set of paper feedback forms and instructions on how to distribute these.  Typically, up to 30 forms will be distributed – this could happen at one OPD clinic for example. Usually, the forms will be distributed to patients after a consultation by a nurse or administrative staff member.

REMINDER: Renew Your Professional Competence Scheme Enrolment for 2015 - 2016
It is important to renew your enrolment in the scheme each year.  Once your renewal has been received you can begin to record your CPD activity for the current year 2015 - 2016.    


Many of you will already have renewed your enrolment for 2015 – 2016.   For those of you who have still to renew please note you must pay this fee to be enrolled in the scheme, to enter credits for the current year 2015-2016 and to be able to produce a Statement of Participation when required.

On reviewing the Professional Competence Annual Statements of Participation for the period 2014 – 2015, we note that many doctors have not recorded any CPD credits or a clinical audit for the 2014 – 2015.  You can still upload CPD activity for this year 2014 - 2015


You can still upload CPD activity for this year 2014 - 2015 and we would encourage you to start recording your CPD activity and if you have any difficulty with this, please do not hesitate to contact pcs@rcsi.ie / 01 402 2743 in order that we can assist you with this.


We would like to offer assistance to practitioners who, for whatever reason, find it difficult to comply with the Medical Council requirements. If you feel you need additional support in meeting these requirements going forward, we would be happy to provide this where resources permit. Please email us on pcs@rcsi.ie to set out your requirements or arrange to meet with the PCS team.

Continuing Professional Development Support Scheme
The Continuous Professional Development_Support Scheme (CPD_SS) which is supported by HSE NDTP and was formerly known as the Professional Development Programme offers an array of classes in technical skills, Emergency Medicine and Human Factors in Patient Safety along with a range of online activities which affords NCHDs in non-training posts an easy and free way to accrue 20 External Credits per annum. 

These credits can be counted towards meeting the requirements stipulated by the Medical Council regarding the maintenance of professional competence. The Scheme also offers NCHD’s registration at a range of National Meetings including the Millin Meeting and Charter day meetings held here in RCSI.  Classes on the scheme run from September to June and are specifically tailored to NCHD requirements. Classes are reviewed annually based on feedback received from participants, new modules are introduced and popular modules are updated to reflect changes in the emergency medicine, surgical care and the in human factors in patient safety arena.  Information and contact details for the scheme along with the HSE Guidance document are available via the RCSI website  at http://www.rcsi.ie/cpd-support-scheme
